*France** takes further steps to reduce waste*
ENDS /Europe/ DAILY 2457, 08/01/08 The French environment ministry has announced new objectives to further reduce waste arisings following stakeholder negotiations in December. The overall direction was given by French president Nicolas Sarkozy in October and remains the same as that adopted by the government in 2005: policy should focus on reducing waste generation, not incineration (EED 22/09/05) http://www.endseuropedaily.com/articles/index.cfm?action=article&ref=19463 Among the concrete targets agreed, the ministry says household waste going to landfill or incineration will be cut by 15 per cent by 2012 compared with 2004 levels. Recycling rates will increase to 45 per cent by 2015 compared with 24 per cent now. And packaging recycling rates will increase to 75 cent by 2012. Stakeholders agreed a series of measures to achieve these targets. A charge for household waste collection will be introduced. The national landfill tax (TGAP) will increase and a new tax on incinerators will be imposed, with the tax level dependent on "environmental and energy efficiency".
French incinerators have a history of inefficiency and high
dioxin emissions (EED 11/09/06 http://www.endseuropedaily.com/articles/index.cfm?action=article&ref=21602 Other measures include extending producer responsibility to certain products in the healthcare sector and dangerous household waste such as used pesticides and do-it-yourself products. Collection and disposal costs covered by packaging producers will also increase to 80 per cent. The negotiations followed a major consultation process known as the "Grenelle de l'environnement". Talks had been delayed after stakeholders failed to reach an agreement in October (EED 25/10/07)
